In 1980, Chun Doohwan (a scary older brother, or Cain) was elected as the 11th president of South Korea. From then on, the police and prosecution (a frightened younger brother, or Abel) embarked on a project of red hunting amidst the fervor of excessive loyalty for social climbing. On March 18, 1982, Moon Busik and Kim Eunsook who led the arson attack came to Wonju city to meet Bishop Ji Haksoon at the Wonju Diocese and delivered themselves to the police.
But investigation authorities prepared bloody revenge and justified their action by arresting all the relevant people. A taxi driver Na Bokman, who had lived a law-abiding existence without even a traffic ticket, got into a minor fender bender, which inadvertently involved him in the arson attack, and his life began to unravel. Na made desperate efforts to prove his innocence, but a series of mistakes, lies, and unreal situations spiraled out of control.
